Cycling News are reporting (but not linking) that belga news agency is reporting that the results for this test were only learned in December 2008.

Holy Mac! Tom Boonen is not riding this year’s Tour de France, banished after his second positive test for cocaine. The matter is not a performance enhancing issue, as the test was “out of competition”, but there are criminal implications as the drug is an illegal substance under Belgium law.
